The integrated public-private railway emergency communication system is built on the Feihong

converged dispatch platform, integrating GIS, BeiDou space-time positioning, emergency

big-data, and other ICT technologies. Tailored to local conditions, it enables rapid access

via 4G/5G public networks, high-throughput broadband satellites, ad-hoc networks, and

railway private networks. On-site lightweight emergency gear can be deployed immediately and

used on demand, creating an agile, efficient, and extreme-communication emergency system that

covers air, space, and ground. It delivers anytime, anywhere visibility, command, and

decision-making for emergency response agencies at all levels.

Compliant with the China State Railway Group document Tie-Gong-Dian No. 157 “General

Technical Requirements for Railway Emergency Communication Systems Based on Public-Private

Network Convergence,” the system satisfies three-tier (State Railway Group, railway bureau,

and station/depot) coordinated emergency command and communication assurance. It also offers

full-process electronic, digital, and intelligent capabilities for prevention before,

response during, and review after an emergency.
