On June 16, the commissioning ceremony for China Eastern Airlines' first self-developed communication dispatch system was held at the hub control center of China Eastern Xibei Branch in Xixian New Area Airport New City. Senior representatives from China Eastern Airlines Co., Ltd. Xibei Branch (hereinafter referred to as "China Eastern Xibei Branch"), Shanghai China Eastern Digital Technology Co., Ltd. (hereinafter referred to as "CEDT"), and Beijing Jiaxun Feihong Electrical Co., Ltd. (hereinafter referred to as "Jiaxun", stock code: 300213) attended the ceremony and witnessed the system's formal commissioning.

As the first independently controllable communication dispatch system of China Eastern Airlines, its commissioning marks a phased achievement in the localization of civil aviation communication dispatch systems. It is also a significant milestone for Jiaxun in advancing its "Mega Transportation" strategic layout and extending its empowerment from smart rail transit to smart civil aviation.

Responding to the Call for Localization: Five Years of Collaborative Breakthrough

The communication dispatch system is a critical support system for airline production and operations, involving flight dispatch, operational command, and emergency response. However, the independent support capability of some core equipment still needs strengthening, and supply chain resilience remains to be improved.

In 2021, China Eastern took the lead in the civil aviation industry by proposing the localization of communication dispatch systems, actively seeking partners and initiating technical alignment and R&D collaboration. From requirement alignment and prototype verification to multiple rounds of iteration, Jiaxun consistently treated this as a strategic priority. By the end of 2024, Jiaxun successfully won the bid.

In December 2025, the system completed testing and verification and entered the trial operation phase. After six months of operational validation, the system has proven stable, with daily call volumes meeting targets, and dispatchers have achieved seamless switching. This formal commissioning marks the system's transition from trial operation to normalized operation.

Full-Stack Domestic Design, Fortifying the Communications Security Foundation

The commissioned system was jointly developed by CEDT and Jiaxun. CEDT led the requirement design, while Jiaxun provided full technical support and product solutions throughout. Centered on the core business needs of communication dispatch, the system adopts domestic adaptation and integration solutions for chips, operating systems, databases, and application software, further enhancing information security assurance and supply chain resilience.

The system integrates the programmable exchange, dispatch services, and recording system into a unified self-developed architecture. It supports dual power supply, POE dual power supply, and physical keypad redundancy backup, improving communication continuity and system reliability under extreme conditions. Tailored acoustic design and hardware echo cancellation have been implemented for the actual environment of the operations control hall, ensuring precise and clear dispatch instructions. Functionally, it converges diverse communication methods—including satellite phones, integrated contact directories, one-touch hotkeys, and multi-party conferences—onto a single screen. This enables efficient coordination for dispatch release, apron coordination, and emergency command, reducing cross-system switching for dispatch personnel and improving collaborative response efficiency.

Zhang Yuhui, General Manager of China Eastern Xibei Branch, noted that the system not only integrates multiple communication methods onto a single screen, making core businesses such as dispatch release, apron coordination, and emergency command more efficient and reliable, but more importantly, it marks a substantive step forward for China Eastern in the autonomous construction of critical communications infrastructure.

Strategic Layout Extension: Expanding the Mega Transportation Map into Civil Aviation

At the commissioning ceremony, Lin Jing, Chairman of Jiaxun, stated: "Domestic substitution is not simply about replacing the shell. It is about truly making the system 'usable, reliable, and trustworthy,' thereby building sustainable and evolving independent capabilities." Jiaxun has long been deeply rooted in the rail transit sector, having completed the localization of communication dispatch systems across multiple scenarios including railways and urban rail transit. As a key component of the comprehensive transportation system, civil aviation is a priority area for Jiaxun's Mega Transportation strategy.

Gao Zhidong, Chairman of CEDT, affirmed the innovative achievements of both parties. He stated: "The smooth launch of this communication dispatch system is a vivid practice of using business requirements to drive technological iteration and using technological innovation to empower business development. It is also a beneficial attempt by China Eastern to explore the independent construction of core systems, accumulating valuable experience for the subsequent localization and independent construction of key business systems."

This cooperation and commissioning represent an important practice for Jiaxun in extending its rail transit communication dispatch experience to civil aviation scenarios, continuously expanding its communication dispatch and information service capabilities for the comprehensive transportation sector.

Multiple Parties Reach Consensus, Strengthening Confidence in Advancing Independent and Controllable Capabilities

The successful commissioning of the project further validates Jiaxun's comprehensive capabilities in independent R&D, adaptation, and delivery in the civil aviation critical communications field. Moving forward, the company will continue to leverage its accumulated experience in communication dispatch system development and industry scenario adaptation. Combined with actual operational requirements, it will explore the integrated innovation of AI voice analysis, 5G, and other technologies in communication dispatch scenarios. Based on operational validation and scenario adaptation, it will explore the potential application of related solutions in more scenarios. Jiaxun will also continue to focus on independent innovation investment in the civil aviation field, further strengthening key communication capability building for integrated mega transportation scenarios.

Looking toward the "15th Five-Year Plan" period, technological self-reliance and the independent controllability of critical infrastructure will remain important development directions. Localization has evolved from a temporary expedient to a strategic imperative.
